North America activists plotted ‘stealth’ strategy
Details of secret Banff meeting released as part of FOIA request

WASHINGTON – Participants in a high-level, closed door, three-day conference on the integration of the three North American nations debated whether openness about goals was preferred to a stealthy policy of building infrastructure before a vision of the end result was even laid out to the people of the U.S., Mexico and Canada, according to notes obtained through a Freedom of Information Act request.

Official notes taken on a session on "Border Infrastructure and Continental Prosperity" at the North American Forum in Banff, Canada, last September, reveal the internal debate over continued secrecy.

"While a vision is appealing, working on the infrastructure might yield more benefit and bring more people on board (‘evolution by stealth’)," record the notes discovered amid documents obtained by Judicial Watch.

Arizona border incident takes a political turn

PHOENIX: Over the last three weeks, the decision by National Guard troops to back off and call in federal agents as gunmen approached their post near the Arizona-Mexico border has disturbed advocates for tougher immigration enforcement.

While supporters of the decision said the Guard members did as they were supposed to, immigration hard-liners said officials have presented inconsistent details of the incident and questioned the point of having troops on the border if they can’t confront such dangers.

Migrants Stream Into South Mexico

TAPACHULA, Mexico — Four Salvadoran men in jeans and T-shirts trudged along the railroad tracks under a hot sun, their steps carrying them steadily toward a fuzzy but seductive dream.

Donar Antonio Ramrez Espinas lost both his legs during his attempt to cross into the United States. “You make the decision to look for a better life,” he said, “without knowing that you could end up like this.”

They had been in Mexico for only a few hours and already federal police officers had forced them to strip and had taken almost all their cash, they said. They had some 1,500 miles to go to reach the United States border, with no food or water and $9 each.

They intended to walk along the Chiapas coast for the first 250 miles through a dozen towns where migrants are regularly robbed or raped. Then they planned to clamber aboard a freight train with hundreds of other immigrants for the trip north, a dangerous journey that has left hundreds before them maimed after they fell under the wheels.
